Operations Program Director
The Salvation Army, an internationally recognized non-profit, faith-based organization, has a job opening for an Operations Program Director for the Palm Beach Area Command, located in West Palm Beach, Florida.
JOB SUMMARY:
Supervises, coordinates, monitors, and evaluates the operations of administrative staff and program managers/directors associated with the local Command; ensures the accomplishment of the various program contracts, actively participates in the formulation and implementation of strategic & master planning, ensures the availability of resources and oversees administrative tasks in the most efficient and effective manner possible; manages and supports all program & administration assignments concentrating on targeted deadlines and quality standards; prepares various routine and special reports to keep the Area Commander abreast of progress; ensures program & administration operations are in compliance with established policies and procedures.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the principles and practices particular to the department's administration.
Knowledge of general office principles, practices and procedures.
Knowledge of the principles and practices of the supervision and management of personnel.
Knowledge of basic double-entry bookkeeping principles and practices and of applications to accounting transactions.
Ability to perform routine and complex mathematical computations repeatedly, rapidly and accurately.
Ability to supervise, motivate and evaluate the work of office personnel.
Ability to ensure compliance with departmental policies and procedures.
Ability to motivate a spirit of unity, loyalty, and helpfulness within and among office staff.
Ability to plan and assign work in a manner to ensure compliance with deadlines.
OTHER RESPONSIBILITIES:
Facilitates the organization and functioning of the Advisory Board committee functions, and special events of the Board. Assures active Officer or Staff representation on appropriate committees of the Advisory Board.
Plans and implements the long-range strategic plan consistent with the time line determined by the Board.
Responsible for all business decisions. Makes business decisions in the absence of the Area Commander.
Negotiates with funding entities for allocations or special grants to supplement Salvation Army budgets or for special projects.
Supervises administration personnel and coordinates, consistent with Southern Territory personnel practices, personnel issues of other departments, including positions, job descriptions, evaluations, salary adjustments, transfers within departments, etc. Recommends to the Area Commander for decision matters beyond the routine, including hiring, evaluations, disciplines, and terminations.
Assures open lines of communications and information flow through staff meetings, bulletins, verbal announcements, e-mail, etc.
Assures accuracy and timeliness of statistical and financial reporting data for dissemination to appropriate entities including the Advisory Board committees, Area Commanders, United Way, contractual funding agencies, and Divisional Headquarters.
Performs special projects/ other related work as required.

MINIMUM QUALIFICATIONS REQUIRED:
EDUCATION AND EXPERIENCE:
Masters degree in Business Administration or related field
and
five years progressively responsible experience working in a general office with at least three years performing work characteristics of the assigned department
or
any equivalent combination or training or experience which provides the required knowledge, skills, and abilities.
LICENSES AND CERTIFICATIONS:
Valid State driver’s license and acceptable driving record per Territorial Headquarters requirements
MENTAL AND PHYSICAL ABILITIES:
Ability to meet attendance requirements.
Ability to read, write, and communicate the English language.
Ability to plan work priorities, evaluate work performances and provide recommendations for improving productivity and efficiency of work.
Ability to manage all aspects of the day-to-day running of all the programs.
Ability to provide effective leadership to subordinates, maintain a variety of internal and external contacts and work cooperatively with superior and subordinate staff.
Ability to concentrate and pay close attention to detail for extended periods of time when reading and preparing reports or resolving operational problems.
Ability to make sound decisions and resolve operational problems.
Ability to effectively and efficiently work on multiple projects at the same time without becoming frustrated or disorganized.
Ability to plan, organize, and prioritize work in order to accomplish work in compliance with quality standards and deadlines.
Ability to determine the most effective and efficient method to accomplish work objectives and goals and to work under limited supervision.
Duties are usually performed seated.Sitting may be relieved by brief or occasional period of standing or walking.
WORKING CONDITIONS:
Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt and the like.
