The Salvation Army, Potomac Division an internationally recognized non-profit, faith-based organization, with locations in Maryland, Virginia, West Virginia and Washington, DC has a job opening for a Social Service Program Coordinator at its Fredericksburg Corps, in Fredericksburg, VA.

Position Summary

Under the direction of the Corps Officer, coordinates and manages the Corps Social Service program, including but not limited to the administration of the Pathway of Hope Program, emergency services (utilities, rental assistance, etc.), FEMA program, seasonal assistanceprograms (Thanksgiving, Angel Tree, etc.), food pantry, and referrals for emergency living accommodations. Works in alignment with Corps mission, and in keeping with program budget. Remains in compliance with established policies and procedures. Servesas liaison with community through public speaking and promoting program services;acts as liaison with United Way.

Program Implementation and Operations (50%)

Implements and coordinates the administration of the Pathway of Hope program to include emergency assistance; implement and enforce program policies and procedures; evaluate program effectiveness and propose enhancements to improve overall operations and delivery of services. Plans, assigns, coordinatesand monitorsthe work of Social Services Department staff; instructs and trains staff in the proper methods and procedures; monitors work in progress and upon completion to ensure compliance with established policies and procedures; conducts performance evaluations and provideshiring/firing and salary recommendations.Administers the Pathway of Hope program and all other rent and utility assistance programs; ensures program operations are in compliance withestablished policies and procedures.Conducts intake for seasonal support programs (i.e.Angel Tree, Thanksgiving, summer camp). Plans and facilitatesstaff meetings for all employees; assistsemployees in resolving operational problems and responds to questions; ensures all employees maintainawareness of program policies and procedures.

Administrative Tasks (25%)

Develops and maintains program records and client files; ensures the accuracy, completeness, and confidentiality of the same as well remains in compliance with established policies and procedures.Reviews and monitorsmonthly statistics representingdepartment services; ensures the accuracy and completeness of the same. Researches and prepares various departmental reports for internal use as well as those required by grant contracts, United Way, utility companies, etc. Writes and submits grant proposals for social service programs; processes and implements contracts upon approval; ensures that department operations are in compliance withcontract restrictions. Prepares and proposes departmental budget; reviews budget regularly to track funding and expenditures in order todetermine compliance with budget projections and constraints.Supervises and monitorsthe day-to-day operations of the departmental office staff; develops and secures necessary office equipment and resources; supervises the development and maintenance of computer systems.

Supervision (15%)

Supervises Social Service program staff and/or volunteer in the execution of service delivery; develops and administers a volunteer staffing program networked through existing community affiliates; designates tasks, responsibilities, and duties, outlining expectations and deadlines. Provides feedback and direction for program staff, redirects staff as necessary to ensure timelyand accurate completion. Conducts performance evaluations on an annual basis for staff, in accordance with Salvation Army policies and procedures, and where necessary, completes disciplinary actions.

Public Relations (10%)

Performs community relations functions to promote programs by speaking to groups and coordinating volunteer efforts; serves as The Salvation Army representative for Pathway of Hope Program; serves as member of various community agency as requested; serves as liaison to the United Way.

OTHER RESPONSIBILITIES:

Performs counseling for walk-in clients focusing of the immediate problem and assessing the situation, determining their motivation for help, and designating appropriate resources for referral for short term and/or long term services.Attends professional conferences and seminars and reads professional journals to maintainawareness of modern and effective social service program development/administration techniques. Develops and maintainsprocedural manuals for all social service programs. Performs other related work as required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience

 

High diploma, andFour years’ experience working in a social service or public service environment with experience working with the public, or Associates degree in Human Services, Business Administration, and;Two years working in a social service or public service environment with experience working with the public, or; Any equivalent combination of training and experience which providesthe required knowledge, skills, and abilities.

Certifications/Licenses:

Valid Driver's License (preferred).

 

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of principles and practices of social service program development and administration. Knowledge of state, local, and federal regulations governing social service programs. Knowledge of social service resources and agencies in the community. Knowledge of principles, practices of and assessment of issues of domestic violence, sexual abuse, mental illness, substance abuse, causes of homelessness, etc. Knowledge of principles and practices of budget administration. Knowledge of basic principles of contract compliance, grant funding and management. Knowledge of database processes and use of spreadsheets.Knowledge of principles and practices of public relations and effective communication. Ability to provideleadership in the community to promote program services. Ability to perform public speaking. Ability to develop and enforce program policies and procedures. Ability to audit client records to ensure accuracy, completeness, and confidentiality. Ability to maintainconfidentiality of client and social service relatedinformation. Ability to meet attendance requirements. Ability to prioritize tasks and responsibilities. Ability to read, write, and communicate the English language. Ability to perform basic mathematical computations.

MENTAL AND PHYSICAL ABILITIES:

Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking. Limited amount of physical effort requiredassociated with walking, liftingand carrying (less than 25 lbs.) 5-10% of work time.Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Working Conditions:

Work is performed in a normal office environment where there are little or no physical discomforts associated with weather or discomforts associated with noise, dirt, and the like.

Position may require some evening and weekend work hours.
