Position Summary: 

The Associate Chief Medical Officer will lead their assigned clinics and/or departments to efficiently deliver high quality care to the communities we serve.  They will ensure a strong partnership with the regional directors of Clinic Operations and the clinic management teams.  They will provide effective leadership and development of staff through clear communication and goal setting, giving and receiving feedback and demonstrating SYHealth’s Core Values. 

 

The Associate Chief Medical Officer will divide his/her time between administrative tasks (40%) and direct patient care (60%). An academic background is not required. Associate CMO shall also have experience in working with a diverse population of patients and understand the cultural sensitivities and medical conditions associated with the cultural communities of Hispanic, African American, Asian, and other multi-ethnic communities.

 

Principal Areas of Responsibility:

The Associate Medical Officer is responsible for all administrative-medical affairs associated with SYHealth's extensive network of community health centers. The principal areas of responsibility include:

  • Creating a positive partnership with the Regional ACMOs and Regional Directors Clinic Operations to effectively create, implement and champion approved clinical operational strategies.
  • Collaborate with CMO on developing and implementing policies and standards around healthcare transformation in providing more equitable, coordinated, and person-centered approach to maximizing health.
  • Collaborate with CMO on processes to transform our healthcare delivery through value-based initiatives, modernization and payment reform.
  • Provide leadership in meeting the deliverables of CalAIM.
  • Provider leadership in addressing utilization management with clinical staff.
  • Provide guidance and necessary training on coding and HCCs.
  • Successfully foster an environment of accountability, collaboration, and teamwork amongst the regional clinic teams in support of SYHealth’s values, goals and strategic directives.   
  • Provide leadership and supervision of assigned providers including, but not limited to per diem and float providers.
  • Collaborate with clinical leadership teams to improve clinical quality outcomes, access to care, patient satisfaction, and medical provider wellness at clinic sites throughout the organization.
  • Support CMO by developing and maintaining positive working relations and communication with health center's medical staff.
  • Assist CMO in establishing, reviewing, and maintaining medical policies and procedures and workflow processes.
  • Provide physician leadership for SYHealth at assigned organizational meetings and project work groups.
  • Educate medical providers and clinical teams about organizational initiatives and changes, act as a bridge between administration and clinical staff.

 

Essential Areas of Responsibility:

  • Collaborate with the VP of Population Health and Director of Quality in the implementation of SYHC's board-approved Quality Management Program.
  • Support CMO by building medical staff support and participation in health center's quality management and peer review programs.
  • Collaborate with the Director of Patient Experience & Risk Management to promote a safe environment for patients and staff and to improve patient satisfaction.
  • Collaborate with the Director of Patient Experience & Risk Management to ensure the annual completion of FTCA Recertification process for all SYHC providers.
  • Support CMO by overseeing risk management issues and patient complaints in compliance with health center policies.
  • Provide physician leadership for Patient Centered Medical Home transformation and organizational certification.
  • Provide physician leadership in the optimization of the use of SYHealth's electronic health record (EHR) system.
  • Support CMO by taking leadership role in educating medical staff to contemporary service delivery care models such as Accountable Care Organizations.
  • Support CMO in educating and preparing medical staff for government's accelerating transition away from fee-for-service reimbursement to managed care delivery systems and capitated reimbursement practices.

Essential Functions of the Job:

  • In collaboration with CMO, participate in the development of the SYHealth's financial plan (budget).
  • In collaboration with CMO and Regional Director Clinical Operations, monitor clinical operations and explore strategies for improving cost-effective services.
  • Collaborate with Human Resources in the recruitment of physicians, physician assistants, nurse practitioners, and other medical providers.
  • Perform evaluations of reporting medical providers annually. Prepare and recommend qualification statements for credentialing, job descriptions, and evaluation standards for all medical personnel.
  • Support CMO in establishing and implementing a system of peer review, pursuant to written procedure.

 

Additional Duties and Responsibilities:

  • Resolve conflicts among professional personnel.
  • Advise on medical information system needs: develop, recommend and conduct special studies of operations.
  • Assure the quality of medical services provided to all patients treated by the clinic.
  • Arrange and conduct regular meetings of medical providers and clinical staff.
  • Maintain established departmental policies and procedures, objectives quality assurance program, safety, environmental and infection control standards. And present them to all medical providers.
  • Establish and coordinate continuing and professional education activities, including in-service training and orientation of clinical staff.
  • Participate in development and review of health risk management protocols, medical risk, utilization, and resource management programs used by the clinic.
  • Represent the medical staff and clinical services at meeting of Board of Directors as needed by CMO.
  • Provide day-to-day clinical supervision of medical providers. Supervise development, implementation, and operations of SYHC's Quality Improvement Program as it relates to patient care.
  • Present reports on health and quality assurance matters to the CMO.
  • Attend meetings as required and participates on committees as directed.
  • Perform other related duties as assigned or requested by CMO.

  • Demonstrated experience as an effective teacher and mentor with the ability to motivate physicians to adopt new evidence-based practice standards and systems of care.

  • Effective in introducing / championing new / strategic services.

 

Position Qualifications:

Education:

M.D. or D.O.

Minimum Certification:                              

MD or DO California license. Board Certification in area of specialty. California driver's license and DEA registration.

Experience:                                               

7 years of professional experience in primary care.

Minimum Supervisory Experience:         

7 years of administrative and patient care management

Other:                                                         

Ability to assess the demographics, disease patterns and health behavior of the community, and translate data into program plans. Knowledge of clinical management practices and budget development process. Personnel management skills. Preferred. Excellent oral and written communication. Analytical, presentation and negotiation skills.
