Job Title: Grant Compliance Manager

Hours: 40HRs/WK – Full Time
Under the supervision of the Grants & Development Director and in collaboration with Program Directors and Administration provides technical assistance, grant compliance, and contract monitoring.
Essential Duties and Responsibilities
- Researches local, state, and federal Notices of Funding Opportunities (NOFO) to determine potential grant management issues, including projected reporting burden and technical requirements
- Analyzes grant agreements and contracts to determine compliance requirements and prepares grant management guidelines according to the requirements of the Grantor.
- Works closely with Program Directors to understand programmatic operations and needs; which may include assisting with the development of program Operational Plans (under the guidance of Administration Offices)
- Conducts feasibility studies and prepares reports which include program service levels, previous project performance, and relevant program data, to guide the development of new projects.
- Ensures Project Managers are fully informed of compliance regulations and procedures so that the grant is properly administered.
- Interprets and monitors tribal, local, state and federal laws, regulations and guidelines as they apply to grant management and/or compliance, and updates appropriate Senior Administration Staff.
- Provides ongoing and direct assistance to Program Director and staff throughout the lifespan of the grant, from submission to closeout, to ensure compliance with project timeline, budget, and progress reports.
- Conducts pre-award grant meetings with necessary participants to review all grant terms, conditions, implementation schedule(s) and requirements.
- Facilitates meetings with the Project Manager and any Technical and Training Assistance Providers throughout the grant project period.
- Oversees and updates credentials within multiple grant associated systems and grant management portals.
- Conduct grant closeout reviews to ensure all project management, budget, and administrative components are complete.
- Develops positive working relationships with Grant Program Managers assigned by the Granting Agency.
- Identifies areas of growth within tribal departments to build capacity for future grant funding.
- Creates a system for the monitoring of existing awards, related reports, and compliance items.
- Works closely with Accounting department for grant reporting and budget analysis as needed.
- Updates grant writers on project performance throughout the lifespan of the grant.
- Performs other duties as assigned.
This position has no supervisory responsibilities.
Qualifications and Requirements
Education and/or Experience
Bachelor's degree (B. A.) from four-year college or university; and two years of related experience and/or training in grants management or implementation; or equivalent combination of education and experience. Master’s Degree preferred. The work requires knowledge of: laws, regulations, rules, policies, procedures, and methods of governing administration of federal, state grants, cooperative agreements, and awards; grants management processes and techniques consistent with sound business and public administration practices, including accounting knowledge sufficient to perform grant budget tracking. Must demonstrate independent judgment and effective decision-making in the application of a wide variety of laws, policies and procedures and in effective problem-solving. Must be able to communicate clearly and effectively, both orally and in writing to internal staff and external organizations about grant processes and practices.
Must demonstrate the following skills/knowledge:
Knowledge of federal and state grant and contract documents, responsibilities, obligations, and performance requirements.
Prior experience in program development and implementation.
Must have experience navigating online tools, systems and/or portals.
Ability to analyze and interpret federal and state laws, requirements, and statutory requirements.
Must have general and specific technical knowledge of the federal and state fiscal appropriation process, including the granting process.
Must have a clear understanding of the purpose and meaning of self-determination and self-governance.
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write clearly and concisely using original or innovative techniques or style. Ability to make effective and persuasive arguments and presentations on grant related topics to Directors and Managers.
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Licenses or Certificates
Must submit to and be able to pass a criminal background check prior to employment and periodically throughout employment.
Must maintain a valid and unrestricted Washington State Driver’s License throughout employment. Must be able to comply with the Tribe’s Vehicle Use Policy.
Other Skills and Abilities
This position may be required to telework on either a part time or full time basis depending upon the needs of the department and the organization. If required to telework, employee agrees to complete the Telework Agreement and abide by the Telework Policy and work expectations.
