The Third Mate reports directly to the Master and carries out all the Master’s lawful orders. 
In the absence of the Master the Third Mate reports directly to the Chief Mate. The Master is always available for consultation to help the Third Mate discharge his/her duties.

A Third Mate on board our towing vessels shall be considered an entry level wheelhouse position which provides the individual with an opportunity to become proficient in tug/barge operations while working under the direct supervision of a senior officer or the Master.

Both in port and at sea, the Third Mate shall stand supervised watches, as directed by the
Master or designated senior officer, until such time as the Third Mate has been
fully evaluated and deemed competent to stand unsupervised watches.   

This planning will allow the individual filling this billet to take every advantage of a
flexible schedule to complete and document the following requirements and tasks:

·        Person-in-Charge/Dangerous Liquid (PIC/DL)

·        Towing Officer Assessment Record (TOAR)

·        Company Training and Checkout Program for 2nd
Mates.

·       Maintain a Pilotage Log

In all matters which affect or may affect safety of the vessel and/or the environment, the
Third Mate shall:

·         Comply with the Company’s MS requirements related to the position

·        Notify the Master immediately of any defects that may affect vessel safety or put the marine environment at risk.

·        Assist Chief Engineer and Second Mate with any repairs to the barge equipment that are beyond the scope of the barge crew.

·        Inspect and maintain environmental and safety related equipment on board the barge and or tug and record inspections in appropriate logs

·         Act as Safety Officer, as directed.

·        Assist in statutory and class surveys are carried out on the barge and/or tug.

·        Maintain barge and or tug documentation.

·        Maintain relevant OSG MS documentation on the barge and or tug.

·        Assist the Chief Mate to ensure the safe and efficient operation of the vessel.

·        Instruct and orient cadets/new crew/ratings as directed by Master.

·        Complete Mate’s Tour of Duty and/or Barge Tour of Duty, as required.

In addition to the above; in all matters which affect or may affect safety of the vessel and/or
the environment, the Third Mate, when qualified shall when directed by the
Master:

·         Act as PIC for Oil Transfer Operations including the proper loading, storage and
discharge of cargoes and paperwork.

·         Stand a wheelhouse watch.

·         Act as Vessel Security Officer if designated by the Master.

·         Act as Second Mate
