JOB SUMMARY

The Roadway Inspector is responsible for a variety of civil engineering functions for the purpose of monitoring and inspecting roadway construction for both land development and Town projects for compliance with plans, standards and codes and ordinances.

 

ESSENTIAL JOB FUNCTIONS:      

  • Conducts continual on-site inspections of subdivision streets to ensure compliance with approved plans, design standards, and codes and ordinances.
  • Reviews and approves utility and other encroachment permit applications for installation within Town right-of-ways to ensure compliance with Town and/or South Carolina Department of Transportation (SCDOT) standards.
  • Provides on-call help as needed to respond or direct responses to roadway/right-of-way damage or repair needs.
  • Assists with on-going implementation of the Town’s Pavement Management System, to include field evaluations, recommendations for treatment types, and preparation of annual prioritized street rehabilitation list.
  • Assists public services department with street and drainage rehabilitation projects as needed.
  • Participates in design reviews and construction management of Town transportation capital improvement projects and other improvement projects.
  • Attends Town project pre-bid openings and bid conferences as well as progress meetings once the project is awarded.
  • Coordinates with other agencies such as SCDOT, Charleston County, the Charleston County Transportation Committee and Mount Pleasant Waterworks on their improvement projects.
  • Performs other related assigned duties.

 

MINIMUM REQUIREMENTS TO PERFORM WORK: 

  • Associates degree in Civil Engineering with three (3) years of work experience in inspections of roadway construction;
  • Or equivalent combination of education, training and experience;
  • Possesses all technician certifications required to be an SCDOT certified inspector for roadway construction;

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of subdivision regulations and road codes;
  • Knowledge of soil and materials engineering, testing and research;
  • Knowledge of land surveying;
  • Knowledge of the principles and practices of Civil Engineering or the materials, methods and techniques of public works construction;
  • Knowledge of design, construction and inspection problems commonly met in connection with municipal engineering activities;
  • Knowledge of asphalt pavement design as well as maintenance, preservation and rehabilitation techniques; 
  • Skill in the use of testing equipment to perform various soils and materials testing;
  • Ability to establish good work relationships with contractors, developers, subcontractors and other agencies.

 

PHYSICAL REQUIREMENTS:

The work requires some agility and physical strength, such as moving in or about construction sites or over rough terrain, or standing or walking most of the work period. Occasionally, work may require lifting heavy objects and carrying them (up to 60 lbs.). There may be need to stretch and reach to retrieve materials.

 

WORK ENVIRONMENT:     

The work environment involves exposure to intermittent machine or related noise or a combination of unpleasant elements such as odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease. It may include work under typical shop conditions or outdoor work that is suspended when weather conditions are poor. Work may involve general cleaning, occasional work at heights or in confined or cramped quarters, or work around machinery and its moving parts. Work may also involve occasional mental stress, such as completing several unrelated tasks within a relatively short period of time.
