JOB SUMMARY

The Project (Civil) Engineer is responsible for overseeing design, construction, and management of land development and capital improvement projects as well as performing technical reviews for public and private sector land development projects. 

 

ESSENTIAL JOB FUNCTIONS:      

  • Conduct independent reviews of land development plans and stormwater drainage reports.
  • Administer the application of stormwater regulations and the enforcement of land development standards.
  • Assist, when needed, with field review of projects to ensure compliance with approved plans, codes, ordinances and specifications.
  • Attend town, staff and community meetings, as needed.
  • Coordinate project information with Town departments and public meetings for Town projects.
  • Respond to citizen and engineer inquiries and coordinate among departments and divisions to resolve issues.
  • Consult and coordinate with other departments as well as local, state and federal agencies on stormwater and drainage projects.
  • Perform construction, stormwater, geotechnical, and underground utility engineering tasks.
  • Supervise the Development Review Team to facilitate and advance implementation of environmental best practices and low impact development practices.
  • Conduct technical stormwater hydraulic and hydrology reviews to ensure compliance with local, state and federal Land Development, Zoning and Stormwater Regulations. 
  • Supervise Stormwater Field Inspectors.
  • Oversee planning, design engineering, bidding and construction management of stormwater Capital Improvement Program projects.
  • Prepare proposal documents for engineering contractual services and manage consultants to ensure contractual obligations are met to ensure efficiency and effective use of public funds.

 

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree in Civil or Environmental Engineering with four (4) to six (6) years of engineering design experience;
  • Or equivalent combination of education and experience;
  • Engineer in Training (EIT) Certificate required, with attainment of a South Carolina Professional Engineering (PE) License within two (2) years of hiring.

INCENTIVE PAY:
  • Upon attainment of the PE license, employee will receive an additional $4,000.
  • Individuals who already have a PE will receive this additional compensation as part of their starting salary.

*Starting salary is commensurate with experience, education, and certifications.
