The Humane Society International (HSI), an affiliate of The Humane Society of the United States (HSUS), the nation’s most effective animal advocacy organization, is seeking a Senior Manager – Strategy & Public Policy, Research & Toxicology for HSI, India. In this position you will lead research and toxicology work for HSI India by advocating for program policy goals and priorities through outreach to lawmakers, regulators, corporate and other stakeholders.
This position will be responsible for:
• Developing and implementing strategies to advance India’s legislative, regulatory, research funding, and other policy measures aimed at replacing or reducing animal use in testing and research, and defeating problematic measures;
• Working with relevant government departments and regulators, expert committees, country and program staff and partners to draft or amend legislation and other policy measures in line with program priorities. Analyzes proposed and pending legislation to determine whether it is favorable to program objectives;
• Building relationships with regulators, seeking their acceptance of animal-free approaches, and reforming to priority regulations.
• Building relationships with Indian corporate and other relevant stakeholders, negotiating policy alignment on regulatory, and other policy measures, and coordinating joint advocacy;
• Organizing briefings, high-level meetings, trainings, workshops, webinars and other forums for engagement, education, dialogue, and policy alignment with policy makers, regulators, and scientific community;
• Coordinating with HSI/India communications department to draft and review press releases, social media content, and other outreach materials and respond to comments. Serving as a program spokesperson with the media and at public events;
• Managing the Research & Toxicology staff and providing them with guidance and advice, training, performance management, and career development;
• Developing hiring strategy for the department in India, drafting job descriptions, interviewing candidates for positions including but not limited to employees, consultants, intern and/or volunteers, and training them as necessary;
• Developing the team, building capacity for internal and external communication while promoting discussion and exchange of ideas and concerns;
• Providing guidance to team and motivating them to meet or exceed goals;
• Working in collaboration with operations department to facilitate smooth operations of financial, administrative, and travel processes;
• Performing other duties and responsibilities, as assigned.
Qualifications:
• Master’s degree in a related field, required. Juris Doctor or other related advanced degree, preferred;
• A minimum of seven (7) years of experience in public policy, and demonstrated success in negotiation and public policy development, required;
• Extensive knowledge of Indian government system and legislative and regulatory processes, required;
• Experience negotiating with government ministries, industry and other stakeholders toward regulatory reform, preferred;
• A broad understanding of animal- and non-animal testing issues and major stakeholders, preferred;
• Experience in people management, required;
• Commitment to animal protection issues and the ability to professionally advocate for HSI science-policy positions;
• Ability to work and multitask in a fast-paced environment with frequent deadlines; self-motivated and proactive;
• Demonstrated critical thinking and analytical skills, as well as the ability to handle complex situations and demonstrate sound judgment and problem-solving;
• Strong organizational and project management skills, including the ability to prioritize responsibilities and motivate external partners to meet deadlines;
• Strong communications (oral and written fluency in Portuguese and English) and interpersonal skills, including the ability to quickly absorb, analyze and communicate complex subject matter to a variety of audiences;
• Proven ability to build/foster relationships with diverse stakeholder groups, demonstrating high standards of tact, diplomacy and discretion;
• Ability to work effectively independently and as part of a team;
• Technical proficiency in the use of Microsoft Office (i.e., Word, Excel, PowerPoint, Outlook, SharePoint, Teams, Planner, etc.);
• The ability to work long hours should a crisis situation arise;
• Willing and able to travel, as needed.
