Family Self Sufficiency Service Coordinator

The primary purpose of this position is to provide support to the Resident Self-Sufficiency Supervisor by carrying out the activities of the RSS department by engaging with and counseling residents to determine the community’s needs and provide useful resources and services. In addition, the incumbent will maintain and develop working relationships with local welfare and service organizations. All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives. 

Essential Duties and Responsibilities 
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed. 

  • Ensures proper recruitment of individuals and families for RSS programs, in order to achieve RSS department goals and objectives. 
  • Interviews residents (in person, via telephone, or through home visits) regarding personal and family adjustments, finances, employment, food, clothing, and housing needs, and physical and mental impairments to determine nature and degree of problem.
  • Secures and evaluates information concerning medical, psychological, and social factors to address barriers to residents obtaining economic self-sufficiency.
  • Develops case plans with clients individually, as a family, or in other small groups, and aids clients in mobilizing their inner capabilities and external resources to improve social functioning.  Assists residents to determine level of financial literacy and steps needed to move each participant to become self-sufficient; determines family’s eligibility for homeownership counseling, housing resources, and future homeownership opportunities.
  • Assists residents in modifying their attitudes and patterns of behavior by increasing their understanding of self and personal problems.
  • Networks and forms relationships with other housing professionals and service providers in order to keep abreast of services and assistance available to HACP residents; ensures that others within HACP are made aware of services and assistance options available to HACP residents.
  • Refers residents to appropriate supportive services, community agencies, and resources; supports and encourages residents’ efforts in becoming self-sufficient.
  • Partners with local welfare groups, community service organizations, and businesses to coordinate events and programs for the Authority’s residents.
  • Assist with networking and educational meetings/workshops and the development of resident councils when appropriate.
  • Assists with coordination of on-site events for residents.
  • Reviews service plan and performs follow-up to determine quantity and quality of service provided to resident and status of resident’s case.
  • Compiles case notes and tracks participation and referrals; accesses and records resident and community resource information.
  • Prepares correspondence, technical and status reports, etc. to keep management informed of the progress of the RSS program.
  • Monitors client RSS escrow account balances; audits accounts for interim and final withdrawals; researches residents’’ eligibility for escrow credit.
  • Communicates problems to respective Property Managers to modify service offerings or address global issues.
  • Must complete NAN McKay FSS testing and obtain required certification within one year from employment start date.
  • Performs other duties as assigned.

Education and/or Experience 
Bachelor’s Degree in social work or related field and a minimum of 1 year experience in a social service setting involving facilitating services. An equivalent combination of education and experience may be considered. 

Technical Skills 
To perform this job successfully, an individual must have strong computer skills and be proficient in TAAG and Microsoft Office applications (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks. 

The employee must receive a “Pass” rating on all trainings/examinations required for the employee (as identified by the HR Director, Director of Asset Management or designee).

  • Probationary Period: Trainings/examinations required during probationary period must be successfully completed having received a “Pass” rating prior to the end of the probationary period. If the employee does not receive a “Pass” rating on the first attempt, they may be afforded one additional attempt to receive a “Pass” rating. Failure to receive a “Pass” rating for any training may result in employment separation.
  • General Trainings: Trainings/examinations identified as required during employment at HACP must be completed successfully with a “Pass” rating. The employee must receive a “Pass” rating on any training/examination taken within six (6) months of the training. Failure to receive a “Pass” rating for any training may result in employment separation.

Daily movements include sitting; standing; operating computers and other office equipment; moving about the office; and attending onsite and offsite meetings. The employee must be able to communicate via email and verbally via telephone. The employee must occasionally transport up to 25 pounds.
