GENERAL DESCRIPTION

Under general supervision, to perform manual work involved in irrigation & minor plumbing maintenance in all city parks facilities, including park restrooms.

SUPERVISION EXERCISED

This position may perform as a lead worker at a work site with some supervision of a crew.

IMPORTANT AND ESSENTIAL DUTIES

Operates a City of Abilene vehicle and other various types and sizes of equipment such as tractor, ditchers, front loader, backhoes and lift bucket during the course of irrigation and plumbing maintenance in municipal grounds, ball fields, restrooms and all city park facilities.

Modify and improve existing systems to ensure the city’s inventory of irrigation systems are in compliance with the TCEQ requirements.

Make needed repairs to irrigation controllers, valves, heads, drip lines and water lines associated with the distribution of irrigation water to irrigated areas.

Make minor plumbing repairs to park restrooms to ensure restroom facilities are available to park patrons.

Make minor repairs to park drinking fountains to assure safe drinking water to park patrons.

Make repairs to aeration, irrigation, and circulation pumps.

Perform simple and complex field repairs to irrigation systems.

Perform simple field repairs to plumbing systems.                                                                                                                        

Navigate a computer/smart phone for entry of work order information into a work order system.

Diagnose problems and make required adjustments in a timely manner.

Program, diagnose problems, and install irrigation controllers.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Methods, materials, and equipment used in irrigation work.

Materials and products used in landscape irrigation installation and maintenance.

Occupational hazards and safety precautions of general maintenance work.

Safe driving principles and practices.

Computers and other modern technology that are pertinent to the completion and documentation of work. 

Efficiency in planning and utilization of time and resources.

Skill to:

Diagnose problems, install and repair irrigation or plumbing issues.

Safely operate a motor vehicle.

Learn to operate a variety of heavier, more technical equipment including front loader, backhoe, lift bucket, and large area mower.

Install, program and operate irrigation controllers.

Manage time and resources efficiently and effectively.

Ability to:

Troubleshoot, diagnose problems, and take appropriate action.

Navigate a computer/ smart phone for entry of work order information into a work order system.

Learn to operate a variety of equipment, tools, and vehicles including pick-up truck, ditch trencher, tractor, backhoe, front end loader, etc.

Communicate clearly and concisely, both orally and in writing.

Perform calculations and organize information to accurately complete reports.

Display leadership to others through hard work and a great attitude.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:

Experience:      

Parks Maintenance Specialist I – Irrigation

One (1) year of experience in a municipal park, landscape, plumbing, or irrigation maintaining plumbing components and/or irrigation systems is preferred.

Parks Maintenance Specialist II - Irrigation

Two (2) of experience in a municipal park, landscape, plumbing, or irrigation maintaining plumbing components and/or irrigation systems is required.

Parks Maintenance Specialist III - Irrigation

Five (5) of experience in a municipal park, landscape, plumbing, or irrigation maintaining plumbing components and/or irrigation systems is required.

Education/Training:

A high school diploma or GED is required.

Parks Maintenance Specialist II - Irrigation

Proficiency of 50% or higher in the operation of equipment such as tractor, ditchers, front loader, backhoes and lift bucket during the course of irrigation and plumbing maintenance in municipal grounds, ball fields, restrooms, and all city park facilities is required.

Parks Maintenance Specialist III - Irrigation

Proficiency of 80% or higher in the operation of equipment such as tractor, ditchers, front loader, backhoes and lift bucket during the course of irrigation and plumbing maintenance in municipal grounds, ball fields, restrooms, and all city park facilities is required.

License or Certificate:           

A valid Class C Texas driver’s license with a good driving record is required.

Parks Maintenance Specialist II - Irrigation

TCEQ Irrigation Technician License is required.

Parks Maintenance Specialist III - Irrigation

TCEQ Landscape Irrigator License is required.

Special Requirements:

Essential duties require the following physical skills and work environment:

Walking on rough surfaces on a routine basis.

Exposure to significant levels of heat, cold, moisture and air pollution such as those encountered in general outdoor working conditions.

Works near moving and/or heavy traffic.
