STATEMENT OF THE JOB 
Under the direction of the Vice President, the Medical Director (Psychiatrist) for Certified Community Behavioral Health Clinic (CCBHC) and Behavioral Health (BH) of Catholic Charities Neighborhood Services Integrated Health and Wellness (IHW) will set and oversee administrative, operational, clinical, and educational functions pertaining to all CCBHC and clinic services, including outpatient mental health, chemical dependence treatment, and primary care screening and monitoring services provided to children, adolescents, and adults served by the Integrated Health and Wellness CCBHC and clinic programs. Additionally, as the CCBHC’s lead psychiatrist, the Medical Director will have responsibility for direct patient care (duties and tasks specified below) as well as the provision of consultation to non-medical treatment providers, and within other areas of the Agency. The Medical Director is responsible for leading our psychiatry team to provide state of the art, professional, and respectful psychiatric services to the client population. Specifically, the Medical Director provides direct supervision and consultation to CCBHC’s Clinic, Rehab, and Recovery Services clinical staff (psychiatrists, nurses, psychiatric nurse practitioners, family nurse practitioners, physicians) on appropriate evaluation, diagnosis, treatment, and other medical/clinician standards within the agency. Lastly, the Medical Director will model and support an Agency and clinic culture of inclusivity, trauma-informed, cultural humility, and recovery-oriented.    
Staff Supervision and Psychiatric Consultation: 
•    Oversees the psychiatric and primary care provided to the CCBHC and clinic clients by the agency’s psychiatric and nursing team.
•    Provides direct or clinical supervision to clinical staff (psychiatrists, nurses, psychiatric nurse practitioners, family nurse practitioners, physicians, physicians assistants), supporting them to deliver services in full alignment with CCBHC criteria and OMH/OASAS outpatient service requirements.
•    Ensure Psychiatric Evaluations and mental status examinations follow the guidelines of 45 minutes in length, and medication management sessions are 15 minutes in length.
Direct Psychiatric Care for CCBHC and clinic clients with complex, co-occurring needs:
•    When necessary, conduct psychiatric assessments and treatment to individuals who may have issues of mental illness and/or chemical dependence. Has primary psychiatric responsibilities for some clients served by the CCBHC and clinic, with a focus on those individuals who have urgent and/or complex BH and other needs.
•    Meets Agency requirements for qualitative and quantitative contacts with clients, which includes conducting mental status exams, rendering diagnoses in accordance with DSM criteria, providing ongoing psychopharmacology, and assisting non-medical treatment staff with crisis intervention and assessments.
•    Will administer intra-muscular injections and deliver Medication Assisted Treatment for clients with SUD (including buprenorphine (Suboxone) and Vivitrol) as required.

Leader Supporting the Growth of CCNS’ Psychiatric and Medical (Nursing) Teams
•    Supports the development and refinement of CCBHC and clinic policies and procedures related to clinical service delivery, including those related to medication assisted treatment, psychiatric rehabilitation, and primary care screening and monitoring. 
•    Conducts and/or supervises training, in-service, and educational programs for the CCBHC and clinic staff relevant to the mental health/chemical dependence treatment of children, adolescents and adults on a variety of relevant topics relevant to the CCBHC and clinical service delivery, including best practices, evidenced-based tools & practices, and emerging practices.
•    Through participation in the Agency’s ongoing quality improvement and audit processes, ensure the quality of treatment in care and services provided by professional and medical staff, and if applicable, proactively identify and address areas impacting quality.
Other Duties as Assigned, including but not limited to:
•    Adhere to all CCBHC Criteria and licensing entity/funding source standards in addition to the Agency’s policies and procedures, consulting with the Offices of the Executive Director, Human Resources, or Fiscal/Business Affairs as appropriate.
•    Complete all quantitative and qualitative documentation within time limits set by CCNS and in the format required: 
o    All assessments are to be completed on agency forms and are to be filed by the end of each business day.
o    Documentation requirements include writing progress notes and Evaluation and Management notes for all face-to-face, tele-psychiatry, and telephone contacts with clients and collaterals,
•    When appropriate may participate directly or by delegation in Court, Department of Education, conferences and/or hearings; represents the Agency at professional forums and maintains relationships with internal and external constituencies.
•    Participate in the Incident Review Committee.

QUALIFICATIONS
•    Doctor of Medicine (M. D.)
•    MD/DO Licensed in New York State
•    Board Eligible or Board Certified in Psychiatry required.
•    Valid New York State DEA number required.
•    Three years of postgraduate hospital training in an accredited residency program approved by the Accreditation Council for Graduate Medical
•    Experience and/or interest in working with substance use population.
•    Experience in a medical leadership capacity
•    Registered with the DEA, including having completed all required trainings to deliver Medication Assisted Treatment 
•    Excellent clinical skills, ability to perform evaluations, diagnose and treat mental illnesses, and have excellent knowledge of psychopharmacology required.
•    Ability to work with individuals across the lifespan, including children and adolescents, as well as older adults.
•    Time management, organizational, and computer skills.
•    Ability to evaluate and intervene in crisis situations.
•    Flexibility to cover other work sites & available for crisis consultation via virtual platform. 
•    Must have up to date knowledge of psychotropic medications, as well as evidenced-based/best practices treatment modalities for children, adolescents and adults with mental health and chemical dependence issues.
•    Must have knowledge and familiarity of OMH, OASAS, SAMHSA CCBHC, and other pertinent regulations, and the ability to maintain a good working relationship with regulatory staff.
•    Ability to interact with multi-disciplinary staff.
•    Tact and flexibility in order to motivate and support staff.
•    Membership in professional associations (i.e., American Psychiatric Association, American Medical Association, American Academy of Child & Adolescent Psychiatry), to keep abreast of current issues/treatments/trends a plus.
•    An understanding of and the ability to communicate the Agency's mission.
