Position Summary:

 

Under the direct supervision of the Program Director (PD), the Family Child Care Program Coordinator (FCCPC) assists in developing, implementing, and monitoring Family Child Care services for families enrolled in Child, Youth and Family Services (CYFS) programs. The FCCPC coordinates, assists and provides training and technical assistance to staff as defined by federal performance regulations, state requirements, and evidenced-based practices. This position supports CAPSLO's mission by coordinating the family childcare program option serving children and families.

 

Required Education and Experience:

  • Bachelor’s Degree in Early Childhood Education (ECE), Child Development (CD), or related field.
  • Must have three years of experience in a related field. One of the years must be working with family child care.
  • Must be bilingual/biliterate in English and Spanish.

Preferred Education and Experience:

  • One-year supervisory, administrative, or training/monitoring experience in early childhood education preferred.

License & Certifications:

  • Must have dependable, insured transportation and valid California Driver License (mileage to be reimbursed) and acceptable driving record.
  • A DMV printout and proof of insurance will be required. 

Essential Functions:

  • In collaboration with the PD, the FCCPC develops and implements Family Child Care services to children, parents, and staff. Ensures input and consultation from Directors, Managers, Coordinators, Specialists, Service Area Staff, and parents.
  • For ongoing monitoring, the FCCPC assists in the development of comprehensive written family childcare plans, policies, and procedures that meet all federal, state, and local guidelines with input from parents and staff.
  • Works closely with the Directors, Center Supervisors, Family Child Care Coordinators, Program Coordinators/Managers, and Area Managers to develop program plans and ensure the implementation.
  • Assists the Program Director and other Program Coordinators with planning and conducting the program’s annual contract monitoring review.
  • Assists PD and other Program Coordinators in updating and implementing program policies and procedures.
  • Coordinates and monitors children’s attendance.
  • Assists PD to provide appropriate training on program standards and state requirements to FCC staff as well as contracted FCC providers.
  • In collaboration with Area Managers, the FCCPC monitors FCC provider and child files to ensure they adhere to performance standards.
  • Ensures that family cultural traditions and beliefs are respected and acknowledged as they pertain to family childcare practices.
  • In collaboration with PD, participates with Content Area Managers and Coordinators to ensure family childcare education training and activities are included in the education, disabilities, health, nutrition, and parent, family, & community engagement content areas.
  • Participates in the community needs assessment. 
  • In collaboration with PD, participates in the annual self-assessment and supports in maintaining compliance with all performance standards and to identify areas for program improvement.
  • Ensures that staff meets with parents as needed to explain or interpret the program’s services, or to address parents’ concerns regarding their child’s needs.
  • Participates in community events to recruit family childcare providers in each County.
  • Supports programs to execute CDA Curriculums.

Additional Responsibilities and Duties: 

  • Participates in meetings with the CYFS to coordinate training for FCC staff.
  • Participates in CYFS Division meetings to help update and implement policies and procedures.
  • Promotes parent involvement and provides program orientation models to Family Child Care Coordinators.
  • Supports and mentors Family Child Care Coordinators in carrying out position requirements.
  • Participates in recruitment efforts to introduce and promote family childcare services to families in multiple communities.
  • Assists the PD in collecting data and provides input into the annual Training and Technical Assistance Plan. 
  • Assists the PD in the review of the Program Information Report and utilizes report data for improvement of services.
  • Attends staff, program, and community meetings and training. Advises on the use of community resources and referrals.
  • Networks within and/or outside the agency to increase knowledge of resources and services that benefit clients, develop effective relationships, further agency and community goals, and/or raise the profile of CAPSLO and its programs.
  • Must be dedicated to the goals and objectives of the CYFS programs and CAPSLO.
  • Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices, and act in such a manner as to assure at all times maximum safety to oneself, fellow employees, clients and children.
  • Must understand, uphold, and continue working toward accomplishing the mission, strategic goals, and performance measures of the agency and ensure all direct reports understand their role in accomplishing the above.
  • Performs other duties as needed.

Knowledge, Skills and Abilities:

 

Knowledge:

  • Must possess knowledge of appropriate developmental practices for infants, toddlers, and preschoolers.
  • Must be familiar with local, state, and federal agencies providing services to children with special needs and their families.
  • Must be familiar with California licensing requirements, Title 5, and Title 22 regulations.
  • Must be familiar with the Child Development Associate (CDA) Credentialing process.

Skills:

  • Must have excellent written and verbal communication skills in English and Spanish.
  • Must be self-motivated with a strong sense of time management and organizational skills.
  • Must demonstrate sound judgment in decision-making.
  • Must have strong computer skills, with knowledge of MS Office, Word, Excel, Publisher, data management software, Google Workspace, and other web-based applications.

Supervisory Responsibility:

  • This position has no direct supervisory responsibilities.

Work Environment:

  • Requires working indoors in a temperature-controlled environment with some exposure to copier and printer chemicals/fumes.
  • This position is located at the San Luis Obispo central administration office.

Physical Demands:

  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

 

Physical:

  • Position requires intermittent sitting, standing, walking, twisting, and bending. 
  • Must be able to lift 30 pounds waist high. 
  • Simple grasping and hand manipulation required, as well as, reaching above and below the shoulder level. 

Travel: 

  • Must be available to travel throughout the year in and out of the state (up to 25%/year).

 

Additional Eligibility Qualifications:

 

  • Must be at least 18 years of age by date of hire.
  • Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792.
  • Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.
  • Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray.
  • Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required prior to employment.
  • Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work.
  • Must meet the Head Start Performance Standards and State requirements.
  • Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council.
