Eagle Integrated Services, LLC is seeking a Chemical, Biological, Radiological and Nuclear Exposure SME

 

Mandatory Qualifications

 

  • The contractor employee shall possess a minimum of a Master’s degree in any biology, physics, chemistry or engineering field, with applications in chemical, biological, radiological and nuclear detection and mitigation occupational and environmental health, industrial hygiene, or closely related disciplines.  Additionally, the contractor employee shall have at least 5 years of experience in assessing chemical, biological radiological and nuclear (CBRN) threats.
  • The contractor employee shall have a minimum of 10 years’ experience as an Air Force Bioenvironmental Engineer, performing occupational and environmental exposure assessment, or in performing research activities related to these fields.
  • The contractor employee shall have demonstrated experience with the structure and processes of military health medical research and development.
  • The contractor employee shall have knowledge and ability to communicate with MAJCOM leadership on topics within subject area.
  • The contractor employee shall have the ability to develop and design research studies and protocols.
  • The contractor employee shall possess excellent oral and written communication skills, to include the ability to communicate orally to individuals and groups of people, face-to- face and by phone in an office setting or at conferences, video-conference and teleconferences, as well as the ability to communicate in writing for a variety of purposes including research proposals, reports, analysis, and publications.
  • The contractor employee shave have the ability to work well with a team of subject matter experts, with minimal oversight, and the ability to organize projects of broad scope and objective without the use of established methods and procedures.
  • The contractor employee shall have the knowledge of computer software, including Microsoft Business Suite, such as Outlook, Word, Excel, PowerPoint, and Project, required to produce documents, correspondence, briefings, and spreadsheets.
  • The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information.  The NDA shall be provided to the Government Program Manager by start of performance.

 

Desired Qualifications

  • The contractor employee possesses expert knowledge in Federal and Department of Defense regulations, and Air Force medical and personnel policy related to human subject research in general.  In addition, knowledge of regulations and policies specifically related to Bioenvironmental Engineering field sampling and analysis in military unique settings is desired.

 

Tasks

 

  • The contractor employee shall be a lead subject matter expert and analyst of research and development projects aimed at improving chemical, biological, radiological and nuclear detection and mitigation capabilities of the Air Force.
  • The contractor employ shall apply subject matter expertise to support industrial worker and aircrew/pilot health and safety threat identification and risk management/communication, as well as utilize bioenvironmental engineer principles, and leverage chemical and biological data, to assess risk to airman health and performance in support of the Agile Combat Employment, Emerging Hazards, Patient Movement Optimization & Automation, Aerospace Physiology & Medicine and any related future initiatives.
  • The contractor employee shall independently conduct and/or direct technical activities, and/or assist higher levels on challenging and innovative chemical, biological, radiological and nuclear projects or technical program development.
  • The contractor employee shall oversee design and execution of laboratory and field studies to improve measurements of occupational exposures.
  • The contractor employee shall prepare study proposals and protocols, review activities and study data for quality and ensure adherence to standard operating procedures based on mission requirements supporting R&D efforts.
  • The contractor employee shall actively contribute within a technical team, and lead tasks.
  • The contractor employee shall document work, publish papers, make professional presentations, and support the lead author on major reports/documents supporting Air Force Medical Service policy.
  • The contractor employee shall design, conduct, and oversee a wide variety of chemical, biological, radiological and nuclear assessments, utilizing both widely acceptable practices and novel techniques.
  • The contractor employee shall draft proposals and technical reports, prepare high-level administrative and technical documents, including information papers, program area strategies, courses of alternatives, technical summaries, literature reviews, and analyses of DoD directives.
  • The contractor employee shall provide scientific, technical, and programmatic support to RHB researchers, as well as overseeing design and execution of laboratory sample analysis and field studies.
  • The contractor employee shall plan specific objectives for the overall program, including required innovations and improvisations, along with developing program plans.
  • The contractor employee shall prioritize program investigations, and articulate scope and milestones in terms of project management elements.
  • The contractor employee shall ensure clear and consistent message of activities in portfolio is available to senior leadership at MAJCOM, USAFSAM, Wing, AFRL, and Air Staff levels.
  • The contractor employee shall interface with users composed of AF, DoD, other Government agencies, and international organizations.
