The Resource Center has been providing services to persons with disabilities in the Chautauqua County area since 1958. From our humble beginnings as a gathering of parents and concerned citizens who wanted to provide educational and training opportunities for persons with developmental and intellectual disabilities, The Resource Center has grown into a comprehensive agency providing services to thousands of persons with all types and levels of disabilities.
 
The Resource Center is the largest non-governmental employer in Chautauqua County with more than 1,300 employees on its payroll.
 
The mission of The Resource Center is to support individuals with disabilities and other challenges in achieving maximum independence, contributing to their community, experiencing lifelong growth, and enjoying quality of life.

SPECIALIST

 

RESPONSIBLE TO: Designated Support Department Supervisor.

 

FUNCTION: To assist and facilitate various functions within area of responsibility. 

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of and/or ability to use computer software such as Microsoft Excel and Word as well as related financial software. Ability to use office equipment such as calculator, copy machine, etc.  Must be detailed oriented and able to adhere to time sensitive deadlines.  Good written and verbal communication skills and the ability to work with a diverse group of customers, both internal and external to the organization.  Ability to work non-traditional hours as needed or assigned to meet the needs of the department; ability and willingness to travel for work, including use of personal vehicle.  Physical condition or reasonable accommodation(s) commensurate with the demands of the job.

 

MINIMUM QUALIFICATIONS: Bachelor’s degree in accounting, business administration or related field; OR Associates degree in accounting, business administration or related field and two (2) years of demonstrated office experience; OR six (6) years of demonstrated office experience in related capacity.

DUTIES:

 

Grade 12 Specialist: Refer to Appendix.

 

Grade 13 Cross-Trained Specialist: Refer to Appendix and a Specialist can be promoted to a CrossTrained Specialist once they have achieved at least one year of full-time experience in the Payroll, Accounts Payable, Accounts Receivable, HR Leaves Coordinator, Benefit Management or Recruitment groups and at least one year of full-time experience in a second and separate group. Such employee will require an Agency Employee Performance Plan and Appraisal that reflects an overall performance rating of “Meets Expectations” or better in each area of experience.  In addition, a Cross-Trained Specialist is expected to maintain their expertise in both areas of expertise and support Agency needs in both areas of expertise. If such expertise is not maintained the employee would be returned to a Specialist position.

SPECIALIST – RECRUITMENT APPENDIX

OTHER DUTIES

 

TECHNICAL:

 

  1. In conjunction with the Recruitment Coordinator is responsible for the timely and efficient completion of day-to-day recruitment activities, including but not limited to:
    1. Compiling and distributing an accurate, up-to-date list of vacancies is posted agency-wide on an ongoing basis
    2. Distributing and tracking qualified internal applications for posted vacancies to appropriate department in a timely manner and tracking the outcome of the interview process
    3. Screening employment applications and contacting and scheduling candidates for interviews promptly
    4. Gathering information from personnel records on applicants who were former employees and processes them for approval/disapproval through department directors
    5. Assisting with the input of employee information in the HRIS
    6. Conducting employment interviews with direct support candidates and extending contingent employment offers to those selected for hire. 
    7. Communicates and facilitates with departments the hire status of candidates and works with departments to ensure new employees are deployed to work sites with most urgent need
    8. Facilitating prompt completion of post job offer, pre-hire requirements, including assessments, pre-employment drug screen and reference checks.
    9. Assisting with recruitment related activities such as job fairs and college fairs
    10. Coordinating and timely completing onboarding related activities for new employees, independently or in conjunction with other Recruitment staff
    11. Assisting new employees with enrollment in and access to the HRIS
    12. Training supervisors and staff in the HRIS
